Adds the Argo Workflows bundle under terraform/environments/eks/k8s-manifests-staging/argo-workflow, namespacing
every component (RBAC, controller, server, ingress, ExternalSecrets) to the shared credreg-staging environment
while keeping the same database-backed config, Let’s Encrypt ingress, and Secrets Manager integrations. Also
documents how to trigger a dummy workflow over REST via port-forward, curl, or Postman (TRIGGER-DUMMY-
WORKFLOW.md) to simplify manual testing.
