DRAFT: Proof of concept running polis in kubernetes

This is continuation of the proof of concept showcased by @geoah in compdemocracy#1399
Seems like the PR was stale, i decided to take a stab at updating it.

What's included in the changes:

Rebased @geoah 's branch to the latest edge
Upgrade skaffold version to the latest v4beta11
Added polis-secret k8s Secret to store Credentials
To run this, you'll need to follow the steps @geoah has written on the README, install minikube and skaffold.
The hot reload is working as well, i have a video grab of it but the file size is too large to upload to github issues.

Feedback is welcome, this is still a very basic POC.

All server got Back-off restarting failed container polis-file-server in pod polis-file-server-4tdr2_default Warning of BackOff after deployment on Azure Kubernetes Service

Update:
I deployed on Azure Kubernetes Service by kubectl apply -f manifests to apply all manifest files in the manifests directory

An issue we used to want to investigate but we decided to not fixing it and migrate to MaanasArora/polis-ctto

1. we have docker compose YAML and .env file to run the service with docker compose
2. we used this command to generate YAML for kubernetes docker compose config > docker-compose-resolved.yaml && kompose convert -f docker-compose-resolved.yaml
3. we deploy on kubernetes cluster with the YAML Servers cannot connect to databasae

Maybe James can help us investigate the output of the kompose command see if there is any misconfiguration this weekend
