feat(query): Add GCP query that checks for VMs with public IP

Reason for Proposed Changes

• Currently there is no query for Terraform/GCP that ensures Compute Engine VM instances don't have public IP addresses assigned (CIS Google Cloud Platform Foundation Benchmark v3.0.0/4.9).

Proposed Changes

• Query detects if google_compute_instance.network_interface has access_config block present. If it has access_config defined the VM instance will have public IP address assigned according to the documentation -https://registry.terraform.io/providers/hashicorp/google/latest/docs/resources/compute_instance#access_config-1
