This patch isn't ready yet, but I'm submitting it for feedback
This patch creates the idea of a "runner". There are two types of runners: slurm and popen. The popen runner is imported from my own infrastructure. The slurm runner creates a slurm array job that it then launches. I haven't tested the array job for correctness yet. I still need to figure out the correct way to get the options into the slurm options header.
