The tools/ directory does not exist in the repo, so referencing it misleads new contributors. Jekyll requires a Ruby+jekyll install for no benefit over Python/Node static servers on a repo with no Jekyll config; demote it to Option C with a note that it only reproduces the GitHub Pages build.
