The reason for the failure is that MN/Relaton generates slightly different paths when built on my machine vs. GHA. 
Should be easy enough to address. |

Metanorma XML caching is required, because apparently the MN action does not handle it (actions-mn/build-and-publish#21). Without this, the action generates XML every time, painfully slowly. Caches can be manually pruned via Actions -> Management -> Caches.
