Add facilitation user portal

For now, the "Independent Learning with Courses" section is commented out within the YAML.

Also, I'm iffy on the calendar and "Request account/quota" links. The current ones should work for now, and should be easy to tweak anyways.

@fallow64 Can you update the larger link cards so we can add in a icon and small description? Something to fill these large cards.

I think the text could be larger inside them as well.

@fallow64 This looks great! I edited some of the links/descriptions.

I have a few requests:

• Can you add a hover effect on the cards so that users will know they are links? Similar to the current hover effect on the sidebar, where the background becomes a light grey upon hovering.
• Can you make the outlines a darker grey color?
• I would like the icons to be above the text of the card, i.e. book, newline, HTC guides, newline, description.
• I would like the the titles of the card to be in bold text.
• Can you reduce the left/right margins between the cards so that they are the same size as the margin between the top/bottom margin, visually?
• Can you increase the padding within the cards just a bit more? Maybe 1.5-2x what it currently is.

Also, we don't have content for the Independent Learning section yet, so we should probably remove/comment out that section for now.

I've populated the user portal with some content. Preview image:

The "featured learning resources" section is pretty nice and actually inspires an idea for a page of different tutorials/courses. We could have a "See more" link at the bottom of this section that links to this hub of tutorial/courses. Along these lines, it might be nice to tag each learning resource, i.e. "R", "Python", "bioinformatics" for users to see if it's applicable to them at a glance (and maybe later searching/sorting).
