Spurred by a user request, I investigated what it would take to support gfortran older than version 12.

It turns out that a two-line change was sufficient to support gfortran back to version 6.4.0 (in manual testing).

I've deployed CI back to gfortran version 9, which is the oldest readily available in our current containers.

@bonachea Holy moly! I would have never imagined this possible. It has been so long since I wrote code that worked with gfortran 9 that it feels like you invented a time machine. 👏
