Adds pytest coverage to the project. This linter computes the unit test coverage of the project and individual modules and can be run with make coverage.

To start I set the fail under level to 100% and set to ignore all modules that do not pass the percentage. This can easily be adjusted once the best fail under strategy is determined.

Closes #1509: Research Coverage Tools for Testing
