Settings will be stored in a global array, $wpsc_config. Filename of the include file copied from Simple Cache.
Also load the configuration in the REST API using wpsc_load_config()
This loads the function wpsc_load_config.php That function will now read from the sample config file if the final config file does not exist.

Work in progress. Initial check in replaces $super_cache_enabled and $cache_enabled.
