Regarding that GDPR plugin uses arrays for cookies, I'm trying to make plugin which decodes and filter cookies. Also there is #616 which fixes issue when anonymous visitors (additional cookies passed into request but they aren't logged) are recognized as logged users. It's test version to we see is it working or no.

Test instructions:

Download PHP file from this PR - https://raw.githubusercontent.com/Automattic/wp-super-cache/0536a9d6cf956b8a19302fe01ca18058db3613fa/plugins/gdpr.php and upload it via FTP to plugins directory into WPSC installation (eg. wp-content/plugins/wp-super-cache/plugins). On WPSC page (admin dashboard) go to tab Plugins and you should see GDPR plugin.
For now it doesn't work in expert mode, so you should set Simple mode (Advanced settings) before enabling this plugin. Also, it's recommended to turn on debugging in debug tab. (Log files are helpful to we see which file is served.)

About cache files:
Supercache (index.html) will be created if request doesn't have cookies gdpr['consent_types'] or gdpr['allowed_cookies'] or they are empty.
WP cache files (wp-cache.....) will be created/served if request contains consent_types or allowed_cookies stored into cookies.
