  • Uses action ms_loaded to set $cache_enabled to false before running of wp_cache_postload.
  • Moves some code snippets related to multisite from wp-cache-phase1.php and wp-cache-base.php to plugin.
  • PHPCS fixes and code optimization inside plugin/multisite.php.

We should merge #605 before this PR because include $wp_cache_config_file resets variables. Also, I'm planning to add support for filter manage_sites_action_links.
