This PR may be controversial/experimental, or one that would take some feedback to know what the people want.

Here's the problem that this PR attempts to solve:
Currently, when you play a seed with a random level order, it's not too uncommon to be able to reach world 3 with nothing, due to the fact that the Donut Ghost House always has exits that are flipped. It would be nice to still get locked behind Carry in world 2 to have a smoother progression in the early game. However, due to the fact that you typically do not have 15% of your checks that are available before being locked in world 2, you become effectively locked behind an unhintable carry. My proposal is to have Carry pre-hinted for these seeds.

Now, with that proposal, there's a few questions that could be used to start the brainstorm:
What proportion of the seeds with a random level order would we want to have with the Donut Exits not flipped? This PR has it at 50%, but I'm open to changes.
Of the seeds that are locked behind carry, do we want all of them to have carry pre-hinted? Perhaps some people would like the mystery of a seed where they know that they will be locked in world 2 for an undetermined amount of time.
For seeds with a vanilla level order, the Donut Ghost House is never flipped. Is this something that we want to change?

Personally, I don't really mind being able to reach World 3 without anything. It doesn't really make all that much of a difference in the long run as I've had plenty of instances where the first level was hard blocked by both Swim and Carry, so getting carry early wouldn't make that much of a difference. I'd love a pre-hinted carry or swim but the items are so important to the game that it's probably better not knowing where they are in the MW

I wouldn't be bothered by the change though
