…g-algorithm-principles docs: add Chinese deep-dive on chunking algorithm

Why: users had no quick way to configure the environment and start a
specific ACI server mode without manually running uv sync and
constructing the correct command.
What: add 6 launcher scripts under scripts/ (sh + ps1 per mode):
- start-http.{sh,ps1} — installs uv if missing, validates .env,
uv syncs deps, starts FastAPI/uvicorn server
- start-mcp.{sh,ps1} — same setup, starts MCP stdio server and
prints ready-to-paste client config JSON
- start-repl.{sh,ps1} — same setup, enters ACI interactive shell
Test: scripts verified to exist and be syntactically consistent;
manual smoke-test of ps1 on Windows (uv already present path)
