[PWGJE] Add MC outlier QA task

This task is for studying the event migration outliers (high-weight jets or tracks with pT >> pThat) found in the jet-jet MCs. Includes:

• jet-based QA for all jets + jets identified as probable outliers
• event-based QA for events containing probable outliers
• track-level QA on event position in z, which is a probable cause of the migration (-> event merging) as seen in PWGDQ studies
• track-level QA for ambiguous tracks and those without corresponding particles
