Use tpcitsMatch.askMinTPCRow=78 for PbPb23 apass>4 and PbPb24 apass>1

@catalinristea @alcaliva this sets the lowest TPC pad-row request to 78 for new PbPb apasses while preserving old settings for previous apasses (for MC).

I've also flagged with the async-2023-PbPb-apass5 and async-2024-PbPb-apass2 the AliceO2Group/AliceO2#14049
