CTF: Reader add options to change order of TFs

Adds two options for the ctf-reader workflow:

• --reverse-select-ctf-ids, which simply reverse the order of the selected TFs by --select-ctf-ids
• --shuffle which randomly shuffles the order of TFs

both options are motivated for debug purposes, e.g. checking if an algorithm has a hysteresis effect or is fully deterministic.
