DPL Analysis: prevent slice cache from updating unnecessarily

• Cache setup now only happens after init when process configurables' values are final
• Add inline constrained functions to avoid using "overloaded"

Tested locally with workflow from https://alimonitor.cern.ch/hyperloop/wagon-test/401431/general that was failing with the previous version of this feature.
