GPU RTC: Simplify the way LB preprocessor definitions are imported as parameter object, and replace explicit invalid list with CMake-auto-generated one

GPU RTC configurable launch bounds are working, but code is pretty hacky to get something for Gabriele to play with.
Will need some cleanups. This is the first step.
