GPU: Clean up code that is no longer used

Not done yet, but want to check with the CI

• Removes OpenCL 1.2 code, and the template macro magic that was required to make it run witout OpenCL generic memory in Run 2.
• Removed all special handling for ROOT5 / CINT.
• Removed compatibility for C++ < C++11 (still need to work to remove C++<17 workarounds, we cannot allow C++20 yet fully in GPU code since OpenCL for C++ 2021 does not support C++20 for some reason.
