You could simplify this by doing

if array1.nil? && array2.nil?
  return true
elsif array1.nil?  || array2.nil?  # if one or the other is nil

return false
end
if array2 == nil && array1 != nil
return false
end
if array2 == nil && array1 == nil
return true
end

if array1.length == array2.length
array1.each_with_index do |value, i|
if value != array2[i]
return false
end
end
return true
end
return false
end
