P1 Badge Grant write permissions for Claude response actions

This workflow is triggered by @claude mentions but only grants read on issues and pull-requests, so the action cannot post/update the tracking or result comments that users expect from an interactive invocation. In practice this causes mention-triggered runs to execute without being able to publish feedback to the issue/PR thread, making the workflow effectively non-functional for its primary use case.
