[Infrastructure] Apply region filtering using the study_region column

Description

Update the infrastructure layer so the incoming region filter is translated into a query condition on study_region.

Tasks

add filtering by study_region

apply the filter only when region is present

preserve current behaviour when region is absent

ensure compatibility with existing pagination and other filters
