On Ubuntu, custom facts don't work

This is rather nasty because it causes an error on many actions once an object is created.  For example, once a vhost is created, there will be an error on each subsequent puppet run because the vhost already exists.

If anyone knows why it doesn't work on Ubuntu, please use the comment section or submit a PR.
