On Ubuntu, target is not created

A target is usually created on the first run, which is usually written in `/.zsapi.ini`, but it doesn't occur on Ubuntu, even `/usr/local/zend/bin/zs-bootstrap-puppet.sh` is run manually until it responds `This server is already bootstrapped`.  Haven't found why yet.
