How do I use snippets?

How exactly do I add & insert insert snippets? The site says it's suspended so there doesn't seem to be anywhere else to go, They seem to be added to the snippet file, but when I look at the list again, they're not there.

I checked again & they seem to be there, then I switched to this tab & back again & they're gone again, So much for them actually being saved I guess. EDIT: After restarting they seem to be in the list, but how do I insert them into a document? I'm using Chrome OS.
