Keep getting "An unexpected error occured trying to execute that command"

I recently installed this on a paper server running 1.21.1 and no matter what variation of the commands i do, I always get that error message. I don't think it's anything to do with the link due to other error messages I've seen other people have but I'm lost for a cause

Same, running paper 1.21.1, server console log says plugin disabled.
