Add option to export Dockerfile and context without building the image

Sometimes it may be useful to defer the Docker build step or delegate it (e.g. to a dedicated CI action). For such cases, xcengine should off options

• to export the Dockerfile and relevant context, and (orthogonally)
• to skip the build step

Somewhat related to #55 .
