wp core download with --locale failed

Hi,

The command wp core download --locale=de_DE fails with the error:
Error: The requested locale (de_DE) was not found.

I’m aware that WordPress has recently had some issues with the release process. However, even if the latest localized version is not yet available, WP-CLI should ideally fall back to downloading the most recent previously available version instead of failing with this error.

This may cause usage of insecure WordPress version. Because of that I use in my script

wp core download
wp core install ...  
wp core language install pl_PL --activate

Alternatively, falling back to en_US might be the safer option. However, you raise a valid point with your two-step approach. Does wp core language also modify the version.php file or does it just add the language files?

Sorry, I’m unable to test this at the moment.

The de_DE ZIP file for 6.9.4 hasn't been built yet for some reason, see discussion https://wordpress.slack.com/archives/C02RQBWTW/p1773313708432039. That's why you don't see 6.9.4 at https://de.wordpress.org/download/ yet.

I don't think it's worth adding any fallbacks to older (insecure) versions or a version with a different locale (unexpected) for this kind of temporary situation.
