FEATURE unowned Region style in general and selection to be either owner or member(s).

• We have shop regions that players are tenants, and added a members not owners, this is consistent throughout, so instead of unowned being Just for owners, have a setting that allows specifying if unowned is members or owners, so then we can toggle this to members for the config, alternativly have second config options for unowned members.
