Extracting historical data prior to 2000

When using the code it is able to pull the data from the years 2000 to 2019 all at once, it is not able to extract data from earlier years.

The NOAA NDBC year format changed from 'YY' to 'YYYY' start in 2000.

Ah, yes, I hit this one in the past, but before this code existed.

A quick and dirty fix would be to check what year it is and use the appropriate format. Would you like to take a stab at it?

I've just started working with python so I don't think I'd be the best option to fix it (transitioning from matlab finally). I've been able to do a very lazy fix and change %Y to %y to get the earlier years.

If you could fix it when you get the chance that would be awesome. My end goal is to extract a complete record from 1985 to 2019 for a specific location.

Also, it looks like 1999 is actually the first time they start using 'YYYY', not 2000 as I previously said.
