Durable agent resumes from start instead of last step when used inside a workflow

I'm trying to create a durable agent as a step in a workflow. The agent itself will do multiple tool calls. When a tool step is failed, I need it to resume from where it left. Currently its resuming from the start.

Expected behavior When a failure occurs:

The agent should resume from the last successfully completed step
Previously completed steps should not re-execute
Side effects should not be duplicated

Actual behavior:

The agent restarts from step 1
All reasoning is re-run
Tool calls are repeated
