Upload by URL does not handle special URL characters

Uploading by URL, if the URL contains a "?" (probably others) causes problems. I'm not sure if the file gets uploaded but then the request to load it fails or what.

Steps to reproduce:

1. Find a URL for an image with a query parameter
1. Upload it

Result: See broken image, unable to delete
