Improve Gogs adapter quality

• Remove CLI-approach from createTag, once Gogs have public API for it Public API: Create tag gogs/gogs#8209
• Remove CLI-approach from createBranch, once Gogs have public API for it Public API: Create branch gogs/gogs#8213
