My rules have different sort order in firefox and chromium

• I checked the documentation to understand that the issue I am reporting is not normal behavior.

• uBO is the only extension.
• uBO uses default lists and settings.
• using a new, unmodified browser profile.

Description

My rules are sorted differently when the same rules are exported from firefox and imported into chromium or vice versa. All settings are default and the sort type is Rule type in both cases.

Steps to Reproduce

1. Add some rules to firefox my rules pane
2. Export these rules
3. Import them into chromium my rules

Expected behavior

Both my rules pane are expected to have the the same sort order for the same sort type.

Actual behavior

Both have different sort orders with firefox sorting always based on SLD and chromium on subdomains if available.

The issue is caused by the fact that in Firefox, runtime.sendMessage is able to pass any structuredClone-able data, while in Chromium, only JSON-able data can be passed. The consequence is the code used to extract domain names fails in Chromium because the publicSuffixList library ends up not being properly initialized.
