[a11y] Does not focus the title when the dialog opens #817

Describe the bug
When opening the modal does not focus on the title, which leads to difficulties in accessibility and tab navigation.
It takes multiple keyboard interactions to land on the newly revealed/added content and at times, it is not even known to the screen reader users that some new content/region is added
Expected behavior
When the dialog opens, it should focus on the title
