Enable Github action trigger from File change #258

What would you like us to improve?
The Chainlink team is in need to trigger the CMS actions automatically and should not rely on us to do so.
Back in the day when we build the action, this was not possible, but there should be tools and workaround now available for this to be completed.

AC:
- Investigate how you would implement this and share the plan
- Get approval from simone to continue on the build
- Implement the changes to allow Chainlink to trigger actions
