[WhatsApp Connector] replace legacy connector #1915
Description
With the deadline for the retirement of the WhatsApp on-premises API approaching, it is time to replace the legacy tock-bot-connector-whatsapp module with tock-bot-connector-whatsapp-cloud. We may keep both modules, but move the implementation code to the former and make the latter delegate all methods to the former.
