Dropping PHP 7.x support

https://packagist.org/packages/jakobo/hotp-php/php-stats seems to suggest 7.3 has dropped off for a while, but maybe not worth that bump yet to just 7.4...

But PHP 8 eventually. Not sure if there's much functionality we'd gain/code we'd want to change

I don't think there's much to change since the goal is stability. What's a reasonable cutoff in your opinion? For frontend code, we usually use 2% as the cutoff, but I'm concerned we'll be stuck with 7.4 forever if we use that as a guide.

A year later....

Amusingly, 7.4 has been under 2% for a few months and then has gone up with a bit of a bump...

My gut says once it went below 2% we could officially retire it- basically, no promises going forward it'll be supported. The library's stable, it's not getting new features.

Of course, depending on your preference(s) for versioning, if we did it as 3.x after dropping < PHP 8 support (I haven't actually checked if there's much code we could/would change), you could still tag 2.x releases if there were any bugs that needed fixing (which feels pretty unlikely at this point)
