Cannot download too good to go (and other apps)

Hi guys!
I moved to the netherlands a month ago and wasn't able to download any dutch region required apps in the google play store.
I already changed my region settings to the netherlands, I even have a dutch SIM card now, but still I can't download any.

Did anyone have the same issue, and is there any solution to it?
