Upgrade to Angular 21 #456

Due to the way peerDependencies are declared I have to use --force to install ngx-cookies for my v21 application. Is there a reason the angular peer dependencies don't just use >=20.0.0 instead of ^20.2.4?
Most major versions are fairly interchangeable unless you're depending on a new feature or avoiding a known breaking change. This would ease up the maintenance cycle a little as well.
