Write a command-line tool for devicemapper that allows invoking the low-level ioctls directly

We can start with a simple one that just invokes the self-only DM::methods, i.e., ```list_devices()```, ```version()```, ```list_versions()```. The purpose is not to provide an alternative to dmsetup; just to allow direct testing of the internal implementation.
