CP Navigations - can´t add Subitem to Main Navigation Item via drag and drop

Bug description

I´m trying to add a navigation item as a subnavigation to the main item. (See Video)
It is not possible to do that via drag and drop, altough it works fine if I try to add the subitem for a other navigation item instead of the "Home" one.

As a workaround I can drag the home item down to be not the first item, and then add the submenu. I can then switch the item back to it´s home position and keep the indented subnavigation.
