teardown fails if node is in clean-failed state

Should we put it into the manage state before hand?

What is it trying to do? Delete the node? It will also fail if it's been provisioned. The hammer approach is to put it in maintenance, then you can always delete it AFAIK. Otherwise it's going to get complicated.
