Future GHA workflow improvements

Once https://github.com/sovrin-foundation/sovrin/pull/311 is completed and merged.  Look into enhancing the PR and Push workflows to detect and build against the latest available versions of indy-node and indy-plenum so the dev artifacts are always working against the latest dependencies.
