feat: DOE-driven SDLC task rebalance — 178 → 146 tasks (Neyman-optimal)
Rebalance 9 SDLC suites from uniform n=20 to Neyman-optimal allocation
at budget=150, based on variance decomposition from 175 paired pilot
runs. Maximizes statistical power for detecting MCP treatment effect
and SDLC×Config interaction.
Changes:
- GROW: fix 20→25 (5 promoted from backups), test 15→18 (3 perf promoted)
- SHRINK: understand 20→10, secure 20→12, document 20→13, design 20→14,
refactor 20→16, debug 20→18
- 37 low-information tasks moved to backups/*_doe_trim/ dirs
- 8 tasks promoted from existing backups
- 4 tasks pending scaffolding (3 feature, 1 fix) for target of 150
New files:
- scripts/doe_select_tasks.py: information-value ranking + rebalance execution
Selection criteria: composite score of |MCP-baseline delta|, replicate
variance, and ceiling/floor penalty. Tasks with near-zero delta AND
near-zero variance (no discriminating signal) are moved first.
