Assess viability of removing custom_lint dependency and moving to analysis_server_plugin

Acceptance Criteria

• MUST convert a single custom lint to use analysis_server_plugin instead of custom_lint; demonstrate it working, passing automatic and manual tests.
• MUST demonstrate the extent of changes necessary to convert one lint.
• MUST provide a high-level viability report on the migration of the entire solid_lints package to analysis_options.yaml.
• NICE TO HAVE a high-level estimate on effort required for the full migration.
