Update Chainlink Automation Counter contracts and dependencies

We want to bring this in line with the HH Starter Kit in terms of products demonstrated.

Currently CLA appears to be missing here, and AnyAPI should be removed from here.

This issue must be completed before #38 is undertaken.

In the first instance, pending CL Local supporting CLA, we will just add CLA code + scripts. Tests can be added once CL Local supports CLA.

We should update the KeepersCounter.sol smart contract to this version https://docs.chain.link/chainlink-automation/guides/forwarder#code-example

This version uses minimal code example of custom-based Automation trigger and also secures performUpkeep call with Forwarder.sol address which I think it's important thing to showcase.

• Bump the version of @chainlink/contracts to latest and use AutomationCompatible interface
• Rename the contract to AutomationCounter.sol
