How to create custom select menu?

Hello there! I've been trying to create an Approval Request app using this template for days but my current issue is that I need to create a STATIC_MENU_SELECT of the group user I want requester to be able to request to. I tried to send UserID in the option value but I think slack API only detected it as a string rather than a user. I am very noob about Javascript so if you have a template app that can do something similar it would be great.
