Migrate to pyproject, update python version, update deps #942

- Upgrade to python 3.13 in build container, tests, etc
- Fully migrate to pyproject & modern build tools
- Update build container to use multi-stage build (same as admin, watchdog, etc)
- Cleanup readme
- Check and update all dependencies to the latest versions
